A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
New Year's Day, Martin Luther King Day, Lincoln's Birthday, Washington's Birthday, Good Friday, Easter, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
PARKING FIELDS
Any part of land determined by this village or the owner or owners of said land to be used by the public for the purpose of parking vehicles.
PARKING METER
Any mechanical device or meter not inconsistent with this chapter placed or erected for the regulation of parking by the authority of this chapter. Each "parking meter" installed shall indicate by proper legend the legal parking time established by this village and, when operated, shall at all times indicate the balance of legal parking time and, at the expiration of such period, shall indicate illegal or overtime parking.
PARKING METER SPACE
Any space within the parking meter zone adjacent to a parking meter and which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked upon the curb or the surface of the street adjacent to or adjoining a parking meter.
PARKING METER ZONE
Any street and/or designated location set aside under provisions of this chapter for the installation of parking meters and upon which parking meters have been installed and are in operation.
PUBLIC PARKING LOT
A plot or parcel of land or building owned and/or leased by this village, not including highways, upon or within which the parking of vehicles is regulated by signs and/or parking meters.
SCHOOL DAYS
Days when school is officially open for regular sessions.
The Administrator of the Village of Potsdam shall designate the person, persons or department which shall install and maintain traffic control devices when and as required under the provisions of this chapter, to make effective the provisions of this chapter, and may install and maintain such additional traffic control devices as he may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
The Chief of Police shall have the power, in the event of fire or other emergency or to expedite traffic or to safeguard pedestrians or property, to direct traffic as conditions may require notwithstanding the provisions of the Vehicle and Traffic Law or of local laws, ordinances, orders, rules, regulations or administrative code or sanitary code provisions regulating traffic.
B. 
The Chief of Police shall, in the exercise of his powers as set forth in Subsection A herein, cause appropriate signs to be temporarily erected whenever necessary to adequately advise all persons of such temporary changes.
C. 
The Chief of Police is hereby delegated the authority to exercise, by official order, rule or regulation, the designation of taxicab stands upon the streets of this municipality.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article X of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B. 
Regulations shall be adopted by the Board of Trustees in accordance with provisions of the Village Law and the Vehicle and Traffic Law or by an officer or agency authorized by the Board of Trustees to adopt regulations pursuant to § 1603 of the Vehicle and Traffic Law.
