A. 
When any vehicle is parked or abandoned on any highway or public parking lot within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by or under the direction of the Chief of Police or special officer of the Village.
B. 
When any vehicle is found unattended on any highway or public parking lot within the Village where said vehicle constitutes an obstruction to traffic or where said vehicle is illegally parked in a handicapped parking space, said vehicle may be removed by or under the direction of the Chief of Police or special officer of the Village.
C. 
When any vehicle is parked illegally on any highway or public parking lot within the Village, and where court records indicate that the vehicle has five prior outstanding parking tickets against it, the vehicle can be removed and towed to the Village impound or can be restrained using a restraining device or boot, when approved by the Chief of Police, and can be held until said outstanding tickets are paid in full. This shall not include the immediate ticket.

A. 
After removal of any vehicle as provided in this article, the Chief of Police or special officer of the Village may store or cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the Police Department of the amount of all expenses actually and necessarily incurred in effecting such removal and storage, i.e., such towing and storage fees as listed below:

(2) 
Storage fees. Storage fees for towed vehicles shall be $5 per day.
(3) 
All outstanding tickets which are owed against the vehicle for prior parking violations. This shall not include the immediate ticket.

B. 
The Chief of Police shall have the authority to waive storage fees or to release the vehicle prior to payment of certain fees if good cause exists.

It shall be the duty of the Police Department to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which shall be required to redeem the same. Said Police Department shall also, without delay, report to the Village Clerk the removal and disposition of any vehicle removed as provided in this article.
A. 
Reimbursement for removal. After removal of a vehicle ticketed for illegal parking on Village roads or illegal parking in a municipally owned parking lot as provided in this article, the owner of such vehicle shall be eligible to receive an adjustment on incurred towing charges which total $50 or less, upon application to the Village Administrator, with Village Board approval, provided that:
(1) 
The owner pays the charges for removal of such vehicle in full;
(2) 
The owner of such vehicle defended the ticket for illegal parking on the merits before the Village Justice; and
(3) 
The owner succeeds in making such defense.
B. 
Reimbursement for incomplete removal. The owner of a vehicle ticketed for illegal parking on Village roads or illegal parking in a municipally owned parking lot as provided in this article shall be entitled to compensation for payments necessarily incurred to avoid towing of said vehicle, totaling $15 or less, upon application to the Village Administrator, with Village Board approval, provided that the provisions set forth in Subsection A(1) through (3) above are met.
