The provisions for the testing of privately owned water meters will be as follows:

A. 
All such tests will be at the expense of the owner and by a firm or an individual approved by the Board of Trustees.
B. 
A certificate of meter accuracy shall be prepared on each meter tested and a copy filed with the Village Meter Department within 30 days of the test date.

The Village reserves the right to discontinue water service to any untested meter or to a meter which does not meet the Village minimum standard flow requirements as set forth in the Village Meter Department. In lieu of the discontinuance of water service, the owner may elect to continue service by agreeing, in writing, to pay a monthly surcharge of 50% on the average water consumption for a thirty-day period in the 12 months preceding the required test date. The monthly surcharge shall continue until the owner furnishes satisfactory proof that the meter has been repaired and tested, or replaced.
