Whenever the municipality of the City of Brigantine or the State of New Jersey shall declare that a drought or water supply emergency exists, said municipality of Brigantine is enabled to prohibit and in any way restrict the following water uses:
A. 
The watering of any plants, grass, shrubs, trees, bushes or any other type of vegetation.
B. 
The washing of any type of motor vehicle, including but not limited to any jeep, car, truck, trailer, camper, all-terrain vehicle, dune buggy, golf cart, motorbike, motorcycle or any other such motor vehicle, except by commercial businesses engaged exclusively in the business of washing cars or in the event that it is determined that by not washing any said vehicle a threat to the public health may arise.
C. 
The washing or wetting of any street, driveway, sidewalk, curb or other paved area.
D. 
The use of fire hydrants by municipal road departments, contractors or any other entities, except as necessary for fire-fighting or protection purposes or for other purposes deemed necessary by the municipality for the health, safety and welfare of individuals within the municipality.
E. 
The filling or adding of water to any swimming pool, outdoor spa, outdoor whirlpool, outdoor jacuzzi or other like recreational facility.
Whenever the City of Brigantine determines that a drought or water supply emergency exists or is informed by the State of New Jersey that a drought or water supply emergency exists, notification shall be placed in a paper of general circulation within the municipality or a paper of general circulation in the county where said municipality is located and be posted in the office of the County Clerk.
