As used in this chapter, the following terms shall have the meanings indicated:
APPOINTING AUTHORITY
That person, council, body, commission, employee, or official, except the City Clerk, with the authority to appoint under the Charter of the City of Roseville, the Code of Ordinances of the City of Roseville, state statute, or other rule or regulation.
Unless the person proposed to fill the position for appointment is expressly mandated under statute, ordinance, or other regulation, any person desiring to be appointed by the Mayor, City Council, City Manager, or other appointing authority to any City commission, citizens advisory committee, City board or City authority shall file a written application with the City Manager on a form to be furnished by the City Manager. The applicant shall tender with the application the following information:
A. 
Name, complete residence address and residence telephone number.
B. 
Two previous addresses immediately prior to the present address of the applicant.
C. 
Written proof of age.
D. 
Current employer, position, address, telephone number, and name of direct supervisor.
E. 
General personal history as would bear upon the character or reputation of the applicant, including previous public service experience, special skills or trades, or other qualifications unique to the position being applied for.
F. 
Written proof of any license, certification, or other expertise, if required, pursuant to any other ordinance of the City of Roseville.
G. 
All criminal convictions, fully disclosing the jurisdiction in which convicted and the offense for which convicted and the circumstances thereof.
H. 
A waiver and release to allow the City of Roseville Police Department to conduct a criminal history background check, including the use of the Law Enforcement Information Network (LEIN).
A. 
Upon receipt of an application as provided herein, the City Manager shall furnish copies of same to the appointing authority. The Chief of Police shall cause an investigation to be made of the applicant's moral character, including a criminal background check.
B. 
The City Treasurer shall determine whether the applicant is in default to the City for any personal or real property taxes, water and sewer charges, or any other outstanding debts due and owing to the City at the time of application.
The general standards herein set out relative to the qualifications of every applicant shall be considered by the appointing authority. The appointing authority shall determine that:
A. 
The applicant is of good moral character and reputation, and in making such determination, the following shall be considered:
(1) 
Criminal history.
(2) 
General personal history.
(3) 
References.
(4) 
Any other qualifications necessary for appointment as may otherwise be required under any other ordinances of the City of Roseville.
B. 
The applicant shall not be in default in the payment of personal or real property taxes, water and sewer bills, or other charges past due to the City, except for current taxes, bills, or other charges due and owing.
