No person shall park any vehicle on any public
street or highway for a period of time longer than one hour between
the hours of 1:00 a.m. and 6:00 a.m. This section shall not apply
to a professional call, vehicles parked in designated parking spaces
in the Town Center District, or to the operators of police, fire or
other emergency vehicles.
The Board of Selectmen or Chief of Police is
authorized to suspend permitted parking under parking regulations
and to prohibit parking temporarily in any areas where, in his opinion,
it is necessary in order to facilitate the removal of snow, the construction
of public works improvements or for other good and sufficient purposes,
and he shall give notice of such temporary prohibition by causing
to be placed thereat suitable signs indicating that parking is prohibited,
and also, if practicable, by radio and/or newspaper notices.
In any prosecution or proceeding hereunder,
there shall be a prima facie presumption that the owner of such vehicle
was the person who parked such vehicle at the place where such violation
occurred.
