The terms of office of appointees to all municipal boards and commissions which are established by ordinance are hereby modified as follows:
A. 
Residency within the 73036 area code shall be a required qualification for appointments to all boards, commissions, bureaus, and authorities, unless such requirement is expressly waived by a two-thirds majority vote of the City Council.
B. 
All terms presently scheduled to expire at a certain time in subsequent years shall expire on June 30 of the year for which said terms are presently scheduled to expire.

A. 
Members of boards, commissions and committees appointed by the City Council shall serve at the pleasure of the City Council.[1]
(1) 
Any appointee of a municipal board, committee or commission which meets regularly on a monthly basis will be subject to removal if he or she is absent for more than 1/2 of all the regular meetings of said board, committee or commission held within any period of four consecutive months.
(2) 
Any appointee of a municipal board, committee or commission which meets regularly every other month will be subject to removal if he or she is absent for more than 1/2 of all the regular meetings of said board, committee or commission held within any period of 12 consecutive months.
(3) 
Any appointee of a municipal board, committee or commission which meets regularly on a quarterly basis will be subject to removal if he or she is absent for more than 1/2 of all the regular meetings of said board, committee or commission held within any period of 12 consecutive months.
(4) 
Any appointee of a municipal board, committee or commission which meets on an “as needed” basis will be subject to removal if he or she is absent for two consecutive meetings of said board, committee or commission.

B. 
The El Reno City Council reserves the right to remove, by a majority vote of all City Council members (or a simple majority), any appointee from any board, committee, commission or subordinate authority of the City of El Reno for the good of the service.
