A. 
Within the Library Department there shall be a Library Board as provided by Section 24 of the Charter, the members of which shall be appointed by the Council.
B. 
A majority of all the members of the Library Board shall constitute a quorum. A complete copy of the minutes of each meeting shall be filed with the City Clerk. If a member is absent from four consecutive regular meetings of the Board, the member shall thereupon cease to hold office.
The Library Board may adopt regulations for the administration and operation of the public library or libraries, subject to ordinances which the Council may enact, and such Board may make recommendations to the Council and to the City Manager on matters pertaining to the library or libraries.
