Except by handing them directly to a pedestrian,
it shall be unlawful for any person to distribute or cause to be distributed,
in any manner or form, upon the streets, sidewalks, alleys or other
public places, any handbills, circulars or other papers for advertising
purposes, or to place them in doorways or about buildings, or in automobiles
or other conveyances.
It shall be unlawful for any person to place,
stick, tack, paste, post, paint, mark, write or print any sign, poster,
picture, announcement, advertisement, bill, placard, device or inscription
upon any public or private building, fence, sidewalk, bridge, viaduct,
post, automobile, other vehicle or other property of another without
the consent of the owner or person in charge thereof.
