No person shall engage in the business of spraying, trimming, removing or treating any trees, shrubbery or other vegetation within the City, unless he has a current annual license so to do issued by the City Clerk.
No person shall engage in any activity for which a license is required by § 264-11 without first filing with the City Clerk a certificate executed by the insurance agent or a copy of the policy reflecting that such person has a current public liability and property damage insurance in the amount of $5,000—$10,000—$5,000 issued by an insurance company qualified to do business in the State of Oklahoma for the benefit of any person injured or property damaged in the conduct of such activity.
All trees shall be kept trimmed so that the limbs will not interfere in any manner with traffic on the street or pedestrians on the sidewalk, and to such height and in such manner as not to obstruct the view of the street on which it stands or the view to any other street.
A. 
It shall be unlawful for any person to injure any tree or shrubbery on a street or alley in the City; provided that this shall not prohibit the lawful and proper care and removal of such trees and shrubbery.
B. 
It shall be unlawful for any person to break, saw or cut off the top of the trunk or main stem of any tree growing on any street within the City without first procuring the written permission of the City Manager.
All dead trees and dead limbs or branches on living trees shall be removed by the owners or their agents.
