It shall be unlawful for any person to willfully and maliciously taunt, torment, tease, beat, kick or strike any dog used by the Police Department of the Borough of Wilkinsburg, in the performance of the functions or duties of such Department, or to interfere with or meddle with any such dog used by said Department or any member thereof in the performance of the functions or duties of said Department or of such officer or member. Any person who shall violate any of the provisions of this Article shall be deemed guilty of an offense, which shall be a summary offense.
It shall be unlawful for any person to willfully or maliciously torture, mutilate, injure, disable, poison or kill any dog used by the Police Department of the Borough of Wilkinsburg in the performance of the functions or duties of such Department, or to interfere with or meddle with any such dog used by said Department or any member thereof in the performance of any of the functions or duties of said Department or of such officer or member. Any person who shall violate any of the provisions of this Article shall be deemed guilty of an offense, which shall be a summary offense.
It shall be the duty of the municipal police of the Borough of Wilkinsburg to enforce the provisions of this Article and to make arrest for violations of said Article.
A. 
Any person violating the provisions of § 74-11 of this Article shall be subject to a penalty of three hundred dollars ($300.) and/or ninety (90) days' imprisonment, or both.
B. 
Any person violating the provisions of § 74-12 of this Article shall be liable to a penalty of the cost and training of such dogs, plus a fine of three hundred dollars ($300.), and/or ninety (90) days' imprisonment, plus costs of prosecution, to be recovered before the District Magistrate of the municipality as fines and penalties are by law recovered.
