There shall be a Department of Administration, the head of which shall be the Business Administrator. Prior to his appointment, the Business Administrator shall be qualified as provided by law. At the time of his appointment, he need not be a resident of the City or state, but during his tenure he may reside outside the City only with the approval of the Council.

The Department of Administration shall be responsible for the operation, maintenance and upkeep of City buildings, including custodial and janitorial duties, as well as the employees performing such duties, who shall be under supervision of the Business Administrator.
The Department shall assist the Business Administrator in the preparation of budget estimates, schedules, analyses and exhibits. The procedures, form and administration of the budget shall comply with the requirements of Article XIV of this chapter.
The Department shall prepare, install and maintain a complete system of personnel administration as prescribed by the Business Administrator, with the approval of the Mayor. Such system shall include, without limitation thereto, a job classification and pay plan; uniform rules for the administration of employee benefit programs; a personnel file for each employee, including his initial application, all civil service and other administrative actions relating to the individual and a record of an annual performance evaluation and rating, all of which shall comprise a permanent record which shall, at no time, be removed from the Department offices.

A. 
Description. Within the Department shall be an Affirmative Action Officer, who shall be located in the Division of Personnel, as a part-time position, who, under the direction of the Business Administrator, shall coordinate and administer a comprehensive affirmative action program for the City of Passaic and perform its related duties as required.
B. 
Responsibilities. The responsibilities of said Affirmative Action Officer shall be to ensure the equalization of employment opportunities for qualified job applicants and employees by:
(1) 
Designing programs for the recruitment, selection and employment development of minority groups;
(2) 
Investigating and resolving complaints of discrimination from employees and applicants;
(3) 
Maintaining a liaison with federal and state authorities engaged in the enforcement of equal employment opportunity laws and regulations;
(4) 
Maintaining statistical data on the composition of the work force in compliance with the Civil Rights Act of 1964 and other appropriate legislation;
(5) 
Maintaining and analyzing data on the availability of minority members and women in the labor markets;
(6) 
Assisting departmental directors and supervisors in understanding their affirmative action responsibilities;
(7) 
Coordinating with the Personnel Department, recruitment announcements to optimize women's and minority groups' awareness of employment opportunities;
(8) 
Keeping abreast of developments in equal employment opportunity (EEO) legislation and enforcement generally; and
(9) 
Preparing clear, technically sound, accurate and detailed reports containing findings, conclusions and recommendations on an annual basis.

A. 
There is hereby created and established pursuant to N.J.S.A. 40:48-2, a committee to be known as the Community Relations Committee of the City of Passaic.
B. 
Membership.
(1) 
The Committee shall consist of 15 members during the first year and such additional number as may be deemed appropriate and necessary by the City Council to effect the purpose of this chapter.
(2) 
The City Council shall appoint five members for one year, five members for two years and five members for three years, whose terms shall commence upon appointment. Thereafter, the City Council shall appoint or reappoint members for three-year terms.
(3) 
All of the members shall be residents of the City of Passaic. All members shall be selected on the basis of their qualifications, fitness and desire to fulfill and advance the objectives and purposes of the Committee as defined herein.
(4) 
The Community Relations Committee shall annually elect one of its members as Chairman, whose duties shall be to fix meeting dates, conduct the meetings, appoint subcommittees and arrange the activities and functions of the Committee so that they may be accomplished in an orderly and productive fashion.
(5) 
The Community Relations Committee shall annually elect one of its members as Co-Chairman, whose duties are to assist the Chairman in the completion of his duties.
(6) 
The Community Relations Committee shall annually elect one of its members as Secretary, whose duties shall be to record the minutes of all meetings and to receive and transmit all correspondence of the Committee.
(7) 
The City Council shall annually appoint a City Council official or City representative, who shall not be a member of the Committee and whose duties shall be to advise expenditure of federal grant moneys.
(8) 
All members of the Committee shall serve without compensation.
(9) 
The City Council shall have the discretion, upon recommendation from the Community Relations Committee, to remove any members appointed to the Committee who are not fulfilling their duties or responsibilities.
C. 
The duties of the Committee shall be as follows:
(1) 
To facilitate communication and maintain tranquility within the community.
(2) 
To provide a resource for the community to discuss problematic areas of community concern.
(3) 
To recommend to the City Council programs, improvements and activities which will benefit the City's relation with the community as well as alleviate problem areas of community concern.
D. 
Funds. The Community Relations Committee shall submit a budget request to the City Council which shall appropriate in each annual budget of the City of Passaic such sum as may be determined by the City Council to be necessary to accomplish the purposes set forth herein, and to implement those recommendations of the Committee which the City Council, in its discretion, deems feasible and appropriate.
A. 
Within the Department, there shall be a City Purchasing Agent, who, subject to the direction and supervision of the Director, shall administer the public purchasing provisions of the Charter and code.
B. 
He shall comply with the requirements of Article XIV of this chapter and shall report to the Director at least monthly on the number, distribution and purchase price of all purchases made by or for the City during the next preceding month.
C. 
Whenever practicable and advantageous, the Purchasing Agent shall employ the facilities of county and state purchase contracts available to municipalities.

Within the Department of Administration, there shall be a Department of Assessments, the head of which shall be the City Assessor. The Assessor shall be appointed for the term prescribed by law. The Director may appoint a Chief Assistant and one Assistant City Assessor.
Under the supervision of the Director, the Division shall:
A. 
Have, perform and discharge all the functions, powers and duties prescribed by law for a Municipal Assessor.
B. 
Make assessments for benefits for local improvement and, for that purpose, have and exercise the powers and duties of a board of assessment for local improvement as provided by law.
C. 
Maintain adequate assessment records of each separate parcel of real property assessed or exempted.
D. 
Maintain a current Tax Map of the City as a public record and cause to be recorded thereon all changes in ownership or character of the real property assessed, employing for that purpose the facilities of other departments as provided by the code.
