There shall be a Department of Community Development,
the head of which shall be the Director. Prior to his appointment,
the Director shall be qualified by training and have at least five
years of responsible experience for the duties of his office. Whenever
the Director is a licensed city planner of New Jersey, he may be appointed
as head of the Division of Planning and Zoning to serve without additional
compensation,

A. Division of Grants Administration shall be established
within the Department of Community Development.
B. This Division shall have the following functions:
(1) Provide services to obtain federal, state and local
grants for various City functions.
(2) Administer Community Development Block Grants and
HOME program.
(3) Prepare or assist in the preparation of loan and grant
applications to state and federal governments for City projects and
inform the Mayor and Council of all available financial aids.
