No person or persons, corporation or partnership shall exhibit any menagerie,
feats or horsemanship, circuses, theaters, moving-picture shows, caravan of
animals or any animal show exhibition or performance for money or hire within
the Village of Elmsford, or use any public hall or opera house, without first
obtaining a license from the Mayor of the Village and paying therefor for
the use of the Village the sum thereinafter prescribed, the fees to be paid
for licenses are hereby established as follows:
A. For circuses, $10 for each day.
B. For tent shows, $5 for each day.
C. For caravan shows, $10 for each day.
D. For license of any hall or opera house, theater or moving-picture
house, $50 per year, but such licenses shall apply only to one building and
be issued to but one person, corporation or partnership and not be transferable;
provided, however, that no theater, opera house, music hall, moving-picture
show, public hall or other place of amusement shall be licensed for any public
exhibition or performance of any character until it shall have been inspected
by the Mayor of the Village of Elmsford with reference to its means of exit,
and unless it has suitable means of ingress and egress in case of panic and
fire.
All buildings and places licensed for public exhibitions shall be at
all times subject to the inspection and regulation of the Mayor of the Village
of Elmsford with reference to their safety, their proper means of ingress
and egress in case of panic and fire and as to the manner in which the audience
therein is accommodated and seated, and all licenses shall be granted only
upon the distinct understanding that they shall be at once revoked upon the
licensed buildings or places becoming for any reason unsafe for the public gathering as aforesaid, or that the audience are
being accommodated or seated in an unsafe or improper manner.
No performance, entertainment, exhibition or show for which an admission
fee of money or any equivalent therefor, or any ticket or token or thing whatsoever
entitling the holder to entrance thereto or to accommodation, or to any equivalent
thereof, shall be required or received, shall be given in any theater, hall,
building, room, grounds or public place within the Village of Elmsford, on
the first day of the week, commonly called Sunday.

Any person, corporation or partnership which shall violate any of the
provisions of this chapter shall be subject and liable to a penalty of $250
for each such violation.
This chapter shall take effect the 23rd day of August 1915. The above
chapter affects in no manner the holding of entertainments by the various
churches and fire companies now in Elmsford.
