Articles I, II, III, IV and V of this Chapter 291 shall be administered and enforced by any of the following: the Building Department, the Highway Department and the Police Department of the Village of Elmsford.
Any person, firm or corporation violating any of the provisions of Articles I, II, III, IV and/or V of this Chapter 291 shall be subject to a penalty of not less than $100 nor more than $1,000 for each and every violation.
In addition to a violation in accordance with § 291-15A above, any vehicle found to be in violation of § 291-4 hereof shall be subject to being towed and stored at the owner's expense.
