Should it become necessary to shut off water
from any section of the Borough because of accidents or the making
of changes or repairs, the Department will endeavor to give timely
notice to the consumers affected thereby and will use its best efforts
to prevent inconvenience and damage arising from any such cause, but
failure to give such notice will not render the Department responsible
or liable for damages that may result therefrom or from any other
cause.
The Superintendent may at his discretion shut
off the water from the premises of any owner or tenant guilty of violating
any of the provisions of this chapter; but he shall give said owner
or tenant at least 24 hours' notice before water is shut off. Whenever
notice is required to be given, the notice shall be given by enclosing
a copy thereof in an envelope with postage prepaid addressed to the
person, firm or corporation to be notified, at the post office or
residence of such person, firm or corporation as the same appears
on the books of the Department, and mailing same at post office in
the Borough; and such notice so given shall be conclusively deemed
to have been given at the time of such mailing.
The owner of every existing building or structure
in the Borough of Rocky Hill, and the owner of every building and
structure hereafter constructed or acquired in the Borough of Rocky
Hill, which building or structure may be occupied or used by human
beings, including, but not limited to, dwellings and commercial and
industrial structures, which building or structure is located on a
street or road along the line of the water supply system owned or
operated by the Borough of Rocky Hill and available to serve said
building or structure, shall connect and hookup, at the owner's sole
expense, said building or structure to said water supply system.
No occupancy permit shall be issued for any
new construction within the Borough of Rocky Hill having a human water
supply system until such time as said new construction has been connected
to a public water supply main for the purposes of supplying water
for human consumption or use if the construction is located on a street
or road along the line of the water supply system owned or operated
by the Borough of Rocky Hill and said water supply system is available
to serve said construction.
No private water system shall be employed as
the source of water for human consumption or use in the Borough of
Rocky Hill.
Every owner of property connected to the water-sewer
system shall provide the Borough with and thereafter shall keep the
Borough advised of his correct address. The failure of any person
to receive bills for water-sewer charges shall not be considered an
excuse for nonpayment thereof nor shall such failure result in an
extension of the period of time during which the bill shall be payable.
