If any person shall be aggrieved by a decision or determination of the Water Superintendent or Plumbing Inspector or authorized agent, pursuant to the provisions of this chapter, an appeal in writing to the Mayor and Council may be taken within 10 days from the date of such decision or determination. A hearing thereon shall be held within a period of 20 days from the filing of the appeal and, after such hearing, the Mayor and Council may affirm, modify or reverse the decision or determination under review by a recorded vote of a majority of the members present.
Any person who shall violate any provision of this chapter shall be liable to a fine not exceeding $200 or imprisonment, not exceeding 90 days, or both, and each twenty-four-hour period during which such violation continues shall be deemed a separate offense.[1]
