The Planning Commission of the Township of Ridley is directed to prepare a plan of all roads, streets, highways and alleys in the Township of Ridley, showing the subdivision of all lots adjacent thereto within the Township, and to indicate on said plan a system for numbering all buildings now erected or to be erected facing such roads, streets, highways or alleys.
When said maps and plans have been completed and approved by the Board of Commissioners of Ridley Township, the Township Secretary shall cause 50 notices to be printed and posted in conspicuous places in the Township. Said notice shall state that owners of all building facing such roads, streets, highways or alleys within the Township of Ridley shall, on or before a certain date (which date shall not be less than 30 days after the posting of said notices), apply to the Township Secretary and obtain the proper number or numbers for his, her, its or their building or buildings and shall cause such numbers to be displayed on the front of such building or buildings in figures of not less than 2 1/2 inches in height and at least three feet above the level of the ground at the building line and in such a position that the same will always be visible from the sidewalk or curbline.
Every owner of any building or buildings now erected and facing any road, street, highway or alley within the Township of Ridley shall, within the time specified in the aforesaid notice, comply with the requirements concerning the numbering of said building or buildings as set forth in the said notice. Every owner or owners of any building or buildings in the process of construction, and every owner or owners of any building or buildings hereafter erected facing any road, street, highway or alley within the limits of Ridley Township, Delaware County, Pennsylvania, shall comply with the requirements for numbering buildings as set forth in this article within 30 days after the completion of any such building or buildings.
The Secretary of the Township is hereby directed to furnish all applicants for a building permit with the proper number or numbers to be displayed on the building or buildings in accordance with the requirements of this article, at the time such building permit is issued.
Any person, firm or corporation who violates any of the provisions of this article shall, upon conviction before a District Justice, be sentenced to pay a fine not exceeding $1,000, plus costs of prosecution, and in default of payment of such fine and costs shall be imprisoned for a period not to exceed 30 days. Each day such a violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.

For purposes of this article, the following words shall have the followings meanings:
APARTMENT BUILDING
Any structure which is divided into four or more residential units, including condominiums.
APARTMENT COMPLEX
A property which contains two or more apartment buildings.
OWNER
Any person, firm, partnership, association, corporation, company or organization who has title to an apartment building or apartment complex.
A. 
Every owner of an apartment building or apartment complex shall be responsible for displaying the proper street address numbers on the side of their buildings facing the street or a central parking lot, as well as any central access door to each individual building. This excludes buildings which are attached which need only display the street address in one, centrally located and unobstructed location.
B. 
In addition, each individual unit within an apartment complex shall be clearly numbered and/or lettered for identification purposes.
C. 
All numbers and/or letters displayed on apartment buildings shall be in figures not less than five inches in height and not less than three feet above the level of the ground at the building line.
D. 
All numbers and/or letters shall be displayed in such a manner so that they are clearly visible from the street or central parking lot or central access door at all times and are not obstructed in any way.
E. 
All numbers and/or letters displayed pursuant to this article shall be illuminated at all times between sunset and sunrise.
Any owner found to be in violation of any part of this article shall, upon conviction before a District Justice, be sentenced to pay a fine not exceeding $1,000, plus costs of prosecution, and in default of payment of such fine and costs shall be imprisoned for a period not to exceed 30 days.
