The subdivider or land developer shall provide all improvements required by these regulations. The specifications for the improvements contained herein shall apply.
A. 
Monuments and markers shall be made of such material size and length as set forth in the engineering specifications.
B. 
Monuments and markers must be placed so that the scored or marked point coincides exactly with the point of intersection of the lines being monumented. They must be set so that the top of the monument or marker is level with the finished grade of the surrounding ground. Monuments must be marked on top with a copper or brass plate or dowel set in concrete.
(1) 
Monuments must be set:
(a) 
At the intersections of all street right-of-way lines.
(b) 
At the intersection of lines forming angles in the boundaries of the subdivision.
(c) 
At such intermediate points as may be required by the Engineer.
(2) 
Markers must be set:
(a) 
At all corners except those monumented.
(b) 
By the time the property is offered for sale.
A. 
Pavements. Streets must be surfaced to the grades and dimensions drawn on the plans, profiles and cross sections submitted by the applicant and approved by the Township Commissioners. Before paving the street surface, the applicant must install the required utilities and provide, where necessary, adequate stormwater drainage for the street acceptable to the Township Commissioners.
(1) 
The pavement base and wearing surface must be constructed according to the applicable engineering specifications.
(2) 
All new streets or sections thereof shall be fully improved, including any sections projecting to tract boundaries, except:
(a) 
Street projections, extending the depth of one lot to the tract boundary, shall be rough graded and reseeded in accordance with erosion control specifications and dedicated to public use.
(b) 
No driveway connections shall be made to such unimproved street.
(c) 
At such time as adjacent development occurs, the Township shall be responsible for constructing the roadway in accordance with Township specifications.
(d) 
Streets shall be graded and improved for the full width of the street right-of-way in accordance with the engineering specifications.
B. 
Arterial streets. For the construction of arterial roads or highways, the subdivider shall consult the Township Commissioners and be governed by the Pennsylvania Department of Transportation for the method of construction to be used.
(1) 
The Township Commissioners, on the recommendation of the Planning Commission, shall decide if a collector or arterial street is required as a direct result of the construction of this subdivision.
C. 
Driveway entrances. Driveway entrances or aprons within the street right-of-way shall be surfaced to their full width, and the type of surface is to be the same as specified by the engineering specifications for the streets. Where sidewalks are installed, the required driveway surfacing shall end at the street side of the sidewalk.
(1) 
Driveway entrances along streets, where curbs are not required, shall be constructed to provide proper drainage along the street and from the streets by the continuation of gutters, swales or ditches. Such continuation may be provided by having an approved pipe of not less than 18 inches in diameter cross such driveway entrance.
(2) 
Driveway entrance along streets, where curbs are not required, shall be constructed so that the driveway meets the edge of the cartway as a continuation of the slope from the crown of the street for not less than five feet.
D. 
Curbs cuts at driveway entrance. The curb height at driveway entrances may be reduced to a minimum of one inch for driveway entrances along streets where curbs are required.
(1) 
The maximum width of reduced curb height shall be 20 feet for residential driveways and 40 feet for commercial or industrial driveways.
(2) 
Sidewalks, across driveway entrances, where required, shall be constructed in accordance with the requirements in § 268-53.
A. 
Where a public sanitary sewer system is within 150 feet or where plans approved by the municipality provide for the installation of such public sanitary sewer facilities to within 150 feet of a proposed subdivision, the subdivider shall provide the subdivision with a complete sanitary sewer system if in accordance with the engineering specifications.
B. 
Sanitary sewers and sewage disposal systems shall not be combined with stormwater sewers and shall not be constructed to receive effluents from any stormwater collection or drainage system.
C. 
Where a water main supply system is within 150 feet or where plans approved by the Township provide for the installation of such public water facilities, the subdivider shall provide the subdivision with a complete water main supply system to be connected to the existing or proposed water main supply system in accordance with the engineering specifications.
A. 
Whenever the evidence available to the Township Commissioners or recommendation of the Planning Commission indicates that natural surface drainage is inadequate, the subdivider shall install storm sewers, culverts and related facilities as necessary in accordance with approved plans and profiles and the applicable engineering specifications.
B. 
Storm drainage facilities must be designed not only to handle the anticipated peak discharge from the property being subdivided, but also the anticipated increase in runoff that may occur when all the property at a higher elevation in the same drainage basin is fully developed.
(1) 
Existing facilities. Where adequate existing storm sewers are readily accessible, the subdivider must connect his stormwater facilities to these existing storm sewers.
(2) 
Abutting properties. In the design of storm drainage facilities, special consideration must be given to preventing excess runoff onto adjacent developed or undeveloped properties. In no case may a change be made in the existing topography which would:
(a) 
Result in increasing any portion of the slope steeper than one foot of vertical measurement for three feet of horizontal measurement for fill, or one foot of vertical measurement for two feet of horizontal measurement for cuts within a distance of 20 feet from the property line unless an adequate retaining wall or other structure is provided.
(b) 
Result in a slope which exceeds the normal angle of slippage of the material involved. All slopes must be protected against erosion.
(c) 
Stormwater drainage and sewer systems shall not be combined with sanitary sewers or sewage disposal system and shall not be constructed to receive any effluents from, nor discharge any effluents to, any sanitary sewer or sewage disposal system.
A. 
Wherever a proposed subdivision or land development shall average three or more lots per gross acre included in the subdivision, or where any subdivision is immediately adjacent to or within 1,000 feet of any existing or recorded subdivision having curbs and gutters, curbs and gutters shall be installed on each side of the street surface in accordance with the engineering specifications. The Township Commissioners on recommendation of the Planning Commission may require installation of curbs and/or gutters in any subdivision where the bulk of buildings, area of parking, roads and the gradient of such areas or other evidence indicates that such improvements are necessary for proper drainage.
B. 
Curbs and gutters shall be required to be installed in all cases where the street grade exceeds 6%.
C. 
Curbs and gutters. Where the applicant proposes to subdivide a previously developed property by purchasing the undeveloped portion and the Township Commissioners require installations of curbs and/or gutters on the newly subdivided development, the applicant shall be required to:

(1) 
Where the portion not purchased does not have curbs and/or gutters, install curbs and/or gutters on the portion not purchased so that it matches the installation of curbs and/or gutters in the new subdivision; or
(2) 
Where the curbs and/or gutters in the portion not purchased are in a state of disrepair, repair the curbs and/or gutters on the portion not purchased so that it matches the installation of curbs and/or gutters in the new subdivision.
A. 
Wherever a proposed subdivision shall average three or more lots per gross acre included in the subdivision, where any subdivision is immediately a subdivision having sidewalks, sidewalks shall be installed on each side of the street in accordance with the engineering specifications. Township Commissioners on recommendation of the Planning Commission may require installation of sidewalks in any subdivision where the evidence indicates that sidewalks are necessary for public safety.
B. 
Sidewalks shall be within the right-of-way of the street and shall extend in width from the right-of-way line toward the curbline.
C. 
Sidewalks must be at least four feet wide. In the vicinity of shopping centers, schools, recreation areas and other such facilities, sidewalks must be at least five feet wide and located within the street right-of-way.
D. 
The Township Commissioners may on recommendation of the Planning Commission waive sidewalk requirements in low-density residential subdivisions, where evidence is presented that, by virtue of the location or design of the subdivision, the public safety would not be substantially increased by the presence of sidewalks. No waivers shall be considered within a one-half-mile radius of any public school.
E. 
Sidewalks. Where the applicant proposes to subdivide a previously developed property by purchasing the undeveloped portion and the Township Commissioners require installations of sidewalks on the newly subdivided development, the applicant shall be required to:

(1) 
Where the portion not purchased does not have sidewalks, install sidewalks on the portion not purchased so that it matches the installation of sidewalks in the new subdivision; or
(2) 
Where the sidewalks in the portion not purchased are in a state of disrepair, repair the sidewalks on the portion not purchased so that it matches the installation of sidewalks in the new subdivision.
