The boundary limits of the Township of Ridley
are hereby established as a zone in which motor vehicles may remain
standing without lights, and all highways within such boundary limits
are hereby designated as highways where motor vehicles may remain
standing without lights.
Wherever a space shall be marked off on any
highway for the parking of an individual vehicle, every vehicle there
parked shall be parked within the lines bounding such space.
No person shall park a vehicle upon any of the
highways or parts thereof described below except at the angle designated
and only within the painted stall lines. On all highways or portions
thereof where angle parking is now or shall hereafter be authorized,
all vehicles parked thereon shall be parked with the front thereof
nearest the curb.

B.
Regulations for the implementation of this section
(Permit Parking Ordinance No. 1481 of the Township of Ridley) shall
be as follows:
(1)
Preliminary evaluation. When complaints concerning
parking problems in residential areas near apartment, commercial or
office areas are received by any Township agency, they should be referred
to the member of Township Commissioners from whose districts the complaint
originated. That member of Township Commissioners shall in turn introduce
to the Commissioners a resolution providing that the street subject
to the complaint be evaluated as to its applicability to the criteria
of this section (Ordinance No. 1481). Upon passage of such a resolution,
the matter shall be referred to the Captain of Police or his designee
for initial evaluation.

Parking study. If the initial evaluation indicates
that this section (Ordinance No. 1481) might apply, a parking study
will be made. Each street segment of one block in length which could
be eligible for permit parking will be inventoried for the potential
number of parking spaces. Then a parked vehicle count will be made
on a weekday when the greatest number of parked cars is anticipated.
If more than 75% of the potential spaces are occupied by parked vehicles,
then no further parked vehicle counts will be made. If nearly 75%
of the spaces are parked and it is reasonably expected that 75% could
be met on a different weekday or a different time of the day, then
additional parked vehicle counts will be made until an average of
more than 75% is found or finally rejected. On those street segments
of one block in length that have 75% of the spaces actually parked,
a study will be made to determine if a number of drivers of parked
vehicles exceeding 25% of the potential spaces in that block left
their vehicle to use a district in which apartment, commercial or
industrial uses are permitted. This will be determined by observing
the operators of the vehicles after they have parked. If this is not
possible, then an on-the-street interview will be conducted by the
Captain of Police or his designee.

Township Commissioners' resolution. The blocks that
meet the above criteria will be submitted to the Public Safety Committee
of the Township Commissioners on a form which designates the block,
the number of potential parking spaces, the date and the percentage
of the potential number of parking spaces that were occupied by users
of apartment, commercial or industrial districts and a recommendation
as to the appropriate hours during which restricted parking should
apply. The Public Safety Committee will verify that the zoning is
of the category required in this section (Ordinance No. 1481). If
all requirements are met, the Chairman of the Public Safety Committee
will prepare the appropriate resolution for the consideration of the
Township Board of Commissioners.

Parking permits. After passage of a resolution adding
a designated street or segment thereof, a list of every residential
address within that street segment will be prepared by the Chief Administrative
Officer. A copy of that list will immediately be supplied to the Captain
of Police. Thereafter, a form letter will be sent over the Chief Administrative
Officer's signature to every residential address within the eligible
street segment notifying them that they are in a permit parking area
and must go to the Public Safety Building to receive a parking permit
sticker for each vehicle which is registered at that address. The
letter will advise residents that permit parking will be effective
30 days from the date thereof. Residents must furnish proof in the
form of vehicle registrations for each vehicle for which they claim
a parking sticker. This form letter will also furnish information
on the eligibility for a parking permit of visitors, day guests and
contractors or other persons transacting business with a resident
in a permit parking district.

Signing. On the 30th day after issuance of the notice
letter, the Director of Public Works or his designee will post the
affected street segments with "Permit Parking Only, 8:00 a.m. - 5:00
p.m. Weekdays" (or any such other time limitations as the parking
study determination might warrant). On streets that are less than
36 feet in width, "No Parking Anytime" signs may be necessary on one
side of the street in the narrow area.

Visitor permits. Each residence may secure up to two
visitor permits for overnight visitors for up to 30 days. Any person
in an unmarked vehicle who does business with a resident of a permit
parking district may secure a permit from the Public Safety Building.
A service or delivery vehicle does not require a permit. The Captain
of Police or his designee will issue permits for social gatherings
or other uses consistent with the residential character of the area
for one day and for up to four hours on that day. The number of such
permits issued for a street segment shall not exceed 50% of the potential
parking spaces in that segment. The Captain of Police will be furnished
with the number of potential parking spaces in each block at the time
the permit parking signs are posted.
(7)
Reevaluation process. A petition signed by a majority
of the residences of a street segment will automatically except the
street segment from permit parking until such time as a thorough reevaluation
of the applicability of the standards to that particular street segment
and a public hearing on that applicability has been made. Consideration
will be given to a written request by a lesser number than the majority
if hardship or other adverse circumstances have resulted from the
permit parking.

B.
Continuous parking.

(1)
It shall be unlawful to park or permit to stand any truck or commercial vehicle, as defined in § 202-1, or any vehicle classified as Class 3, 4 or 5 by the Pennsylvania Motor Vehicle Code Section 1916, on any street or highway in an area zoned residential for a continuous period in excess of 1/2 hour.
(2)
All such vehicles shall only be parked in a garage
or driveway on the property, provided that the vehicle is set back
a minimum of 15 feet from the curb or paved edge of the street if
no curb exists. Only one such vehicle per property is permitted.
(3)
No such vehicle shall be parked in a shared driveway.
A shared driveway is an undivided driveway accessed by two adjacent
properties, including both those sharing a single entrance as well
as those with separate entrances but sharing an undivided parking
area.
(4)
This prohibition shall not apply to trucks, commercial
vehicles or Class 3, 4, or 5 vehicles that are necessary to haul materials
for the repair of streets or sewers, nor to trucks or commercial vehicles
that are used in conjunction with the construction, improvement or
repair of buildings which are adjacent to such parking.
C.
It shall be unlawful to park or permit to stand any
truck or commercial vehicle that has a capacity in excess of 3/4 ton
on any street or highway in the Township of Ridley between the hours
of 10:00 p.m. and 6:00 a.m., prevailing time.
