For the purpose of this article, the terms used herein are defined as follows:
CELERY FARM
NATURE PRESERVE -- The name of the premises in the Borough of Allendale known and designated as "Lots 1.09, 14, 18, 22.01, Conservation Easement on Lot 31.01 and 42 in Block 801, Lot 16 in Block 605 and Lot 8 in Block 702, Assessment Map, Borough of Allendale."

CRESTWOOD PARK
The name of the premises in the Borough of Allendale known and designated as "Lots 9 and 10 in Block 201 and part of Lot 6, Block 1003, Assessment Map, Borough of Allendale," as shown on the map entitled "Minor Subdivision of Property, Borough of Allendale, Bergen County, New Jersey, as prepared by Azzolina Engineering Company, Consulting Engineers, Paramus, New Jersey," dated October 1971.
MEMORIAL PARK
The name of the premises now officially designated by the name and located at the corner of Park and Brookside Avenues and known and designated as "Lot 1 in Block 1704, Assessment Map, Borough of Allendale."
RECREATIONAL FACILITIES
Includes all facilities owned and operated by the Borough of Allendale for recreational purposes, including swimming and other athletic facilities, beach, lake and picnic areas, playgrounds, parks and nature preserves and all areas for parking of vehicles adjoining such recreational facilities.
RECREATION PARK
The name of the premises now officially designated by that name and located at the corner of West Crescent Avenue and West Allendale Avenue and known and designated as "Lot 2 in Block 1608 and Lots 1 and 9 in Block 1708, Assessment Map, Borough of Allendale."
The Borough Council shall, with the assistance and recommendations of the Borough Administrator and the Council Park and Recreation Committee, operate, maintain and improve the recreational facilities and plan and coordinate all recreational programs conducted by the Borough. In furtherance of these purposes, the Borough Council shall:
A. 
Annually, by resolution, establish fees to be charged for the use of recreational facilities and participation in recreation programs.
B. 
By resolution, establish rules and regulations governing the operation of recreation activities and the conduct of persons entering park premises, using recreational facilities and participating in recreational activities.
C. 
Establish a membership policy for participation in and use of recreational facilities and activities.
D. 
Establish a policy for the use of parks and recreation facilities by groups applying for reserved spaces for such recreation activities as swimming, picnics and other activities.
E. 
Establish a policy for the selection and hiring of required personnel for the operation of Borough recreation facilities and programs and determine the wage and salary scales for such personnel.
The provisions of this article, or any other ordinance, shall not preclude the use of the premises known as "Crestwood Park" and as defined in § 203-19 hereof, in its entirety or any portion thereof, for other municipal purposes and facilities as enumerated in Ordinance No. 374, adopted on the 12th day of August 1971, which authorized the acquisition of said premises and appropriated the funds therefor.
All rules and regulations presently in force and effect pertaining to recreational activities, conduct of persons using the recreational facilities, membership policies and fees, or other regulations pertaining to recreational facilities, shall continue in full force and effect under this article until further order of the Borough Council by appropriate resolution.
Rules and regulations governing the conduct of persons entering park premises, using recreational facilities and participating in recreational activities, upon adoption by resolution of the Borough Council, shall become a part of this article, and any person who shall violate any of the provisions of this article or any rule or regulation promulgated hereunder shall, upon conviction, be punished by a fine not to exceed $500 or by imprisonment in the county jail for a period not to exceed 90 days, or both, in the discretion of the Judge of the Municipal Court of the Borough of Allendale.
