The Mayor shall appoint members of all committees, subject to
the concurrence of a majority of the Council. The Mayor shall be a
member, ex officio, of each committee. Should a majority of the Council
not concur in the appointment of any Council member to a committee,
a majority of the members of the Council may make such an appointment.
The Mayor shall appoint each Council member to at least one
standing committee, subject to concurrence by a majority of the Council:
A. Finance, Human Resources, and Administration.

C. Water, Sewer and Public Utility.
E. Facilities, Parks, and Recreation.
F. Land Use and Construction Code.
Standing committees are appointed to expedite and facilitate
the work of the Council within statutory limits. The entire Council
is held responsible for the action of any single committee.
A. A standing committee shall:
(1) Plan, study, and carry on routine activities within its areas of
responsibility.
(2) Perform activities as may be assigned by the full Council.
(3) Report and make recommendations to the Council for consideration.
B. Except as provided above, a standing committee shall not:
(1) Exceed its budgetary appropriations without prior approval of the
Council.
(2) Make promises or commitments that directly, or by inference, bind
the Council.
(3) Act in such a manner or make decisions that set a precedent, or violate
established Council policy.
Special committees may be appointed for purposes other than
those included in the duties of the standing committees.
At the time of the appointment of any committee, the Mayor shall
name one member as the Chair of the committee, subject to the concurrence
of a majority of the Council. In the case of death, resignation or
removal from office of a member of the Council, the Mayor shall name
the successor to any such Chair, also subject to the concurrence of
a majority of the Council. The Mayor may change existing committee
assignments and/or Chairperson, subject to the concurrence of a majority
of the Council. Should a majority of the Council not concur in the
Mayor's appointment of any committee Chairperson, or in the change
of any existing committee assignments and/or Chairperson, a majority
of the members of the Council may make such appointments or approve
such changes.
The Chairperson of each standing or special committee shall
be prepared to report to the Mayor and Council at each regular meeting
on the principal activities and achievements of the committee.
