The construction, improvement or laying out of any roadway or driveway within the limits of the City of Bradford without first having submitted the plan of the same, showing provision made for proper care of surface water, and having such plan approved by the City Engineer is hereby prohibited.
On all such roads so constructed, improved or laid out heretofore, surface water drainage shall be properly taken care of as directed by the City Engineer of the City of Bradford and at the cost and expense of the person, firm or corporation constructing, maintaining or using such road.

Any person who shall violate any provision of this chapter commits a summary offense and, upon conviction, shall be sentenced to pay a fine of not more than $1,000 or to imprisonment for not more than 90 days, or both.
