Parking of a vehicle in any place designated as parking for the handicapped in a privately owned parking facility open to the public, where the owner of the parking facility has requested the application of this article, is prohibited, with the exception of:
A. 
A vehicle displaying authorized identification as a vehicle transporting a handicapped person; or
B. 
Police or emergency vehicles.

Requests for the application of this article shall be made to the City Council or its authorized representative in writing and shall remain effective until revocation, in writing, is delivered to the City Council or its authorized representative by the owner of the parking facility.
Any parking place to which this article applies shall be posted with a sign identifying its reservation for handicapped parking only, subject to a fine for violation.
A. 
Any person violating this article is guilty of a summary offense and, upon conviction by a Magisterial District Judge, shall be sentenced to pay a fine in an amount set forth in Section 3354 of the Motor Vehicle Code, 75 Pa.C.S.A. § 3354, as amended.

B. 
Each day or part thereof that the violation continues shall constitute a separate offense subject to prosecution.

Authorized identification of vehicles transporting handicapped persons shall be issued under the direction of the City Council or its authorized representative.
