Following receipt of conditional approval by the Planning Board of the preliminary plat and prior to approval of the final subdivision plat in accordance with these regulations, the owner shall cause to be completed certain physical improvements within the proposed subdivision at his/her own expense or, in lieu thereof, post a performance bond with the submission of the application for approval of the final subdivision plat in accordance with these regulations. The final determination as to the need of any of the physical improvements listed in § 178-18 within a residential subdivision shall be the prerogative of the Planning Board with the advice of the Engineer. When such needs have been determined as essential, this article applies. For nonresidential subdivisions, physical improvements shall be as determined by the Planning Board with the advice of the Engineer in accordance with Article VII. Modifications of this chapter may be made by the Planning Board in accordance with Article VIII.
A. 
Monuments shall be placed at all block corners, angle points and points of curves in streets and at intersections and intermediate points as required by the Engineer. The material, size and length will be approved by the Engineer in accordance with standards approved by the Village Board of Trustees.
B. 
Lot corner markers shall be permanently located in the ground at the finished grade. The material, size and length shall be approved by the Engineer in accordance with standards approved by the Village Board of Trustees.
C. 
Street cross sections shall be approved by the Engineer and the Street Superintendent in accordance with standards approved by the Village Board of Trustees, the Street Superintendent and the Planning Board.
D. 
Grading, center-line gradients, pavement base, wearing surface, curbing, gutters, storm sewers and other drainage and sidewalks shall be approved by the Engineer and Street Superintendent in accordance with standards approved by the Village Board of Trustees and the Street Superintendent.
E. 
Street signs shall be approved by the Engineer in accordance with standards approved by the Village Board of Trustees. (Unless otherwise stipulated, street signs will be furnished and installed by the Village.)
F. 
Street lighting shall be approved by the Engineer in accordance with standards approved by the Village Board of Trustees.
G. 
Street trees shall be approved by the Engineer and the Planning Board in accordance with Article V of this chapter and standards approved by the Village Board of Trustees. (The Village has a program of planting street trees at Village expense so that this requirement will usually be waived.)
H. 
Water mains, including hydrants, shall be approved by the Engineer and the Water Superintendent in accordance with standards approved by the Village Board of Trustees.
I. 
Sanitary sewers shall be approved by the Engineer and the Superintendent of the Sewer Department in accordance with standards approved by the Village Board of Trustees. Where such standards are in disagreement with standards recommended by the appropriate public health agency, those standards which establish the higher requirements shall prevail.
J. 
Fire alarm signal devices shall be approved by the Engineer in accordance with standards approved in accordance with § 7-730, Subsection 8 of the Village Law. (Until a special fire alarm signal system is installed generally throughout the Village, this requirement will be waived.)
K. 
If gaslines are to be installed, they shall be installed before the streets are paved and their locations approved by the Engineer in accordance with standards approved by the Village Board of Trustees.
