It shall be unlawful to construct mains and
connections thereto without a permit issued by the Director of Public
Works or the Water Superintendent.
No permit shall be issued until the Director
of Public Works or the Water Superintendent has approved complete
plans, specifications and profiles and until execution with the Borough
of an enforceable agreement with the owner or builder that he will
convey the main and appurtenances to the Borough and grant a permanent
easement at least 20 feet wide for the maintenance of such main.
The Director of Public Works or the Water Superintendent will supervise the construction of mains and service lines and will charge private owners or developers a fee therefor as prescribed in §
244-41. (These fees shall not apply in the franchise area.)
Before acceptance by the Borough of any privately
constructed mains, the owner shall furnish:
A. An as-built map of all improvements, including valves
and hydrants.
B. A maintenance guaranty for two years for 10% of the
cost of installation.
C. A certified laboratory analysis of a water sample
taken from the new main.
The minimum size of water main extensions shall
be not less than eight inches in diameter. All extensions shall be
of ductile-iron pipe. No dead-end waterline shall be permitted, except
upon the written consent of the Director of Public Works or the Water
Superintendent.
All mains, service lines and house connections
shall be tested in accordance with Section 13 of the American Water
Works Association's Standard C 600-64. The owner or developer shall
bear the cost of pressure testing and sterilizing such mains and services,
including all laboratory tests in connection therewith, and shall
furnish all equipment.
Where opening of streets is required for installation of new mains or services, the owner, at his expense, shall comply with the street opening regulations in Chapter
208, Streets and sidewalks, and all other applicable ordinances of the Borough.
