Except as otherwise specifically provided in
this chapter, the parking of any vehicles, commercial or noncommercial,
owned by residents or nonresidents of the Borough of Oradell is hereby
limited to a maximum period of three hours, and no parking shall be
permitted in any municipal parking lot between the hours of 2:00 a.m.
and 6:00 am.
The Police Department is hereby authorized to
have lines or markings painted in the municipal parking lots for the
purpose of designating the parking space to be used by each parked
vehicle.
Each vehicle parked in a municipal parking lot shall be parked only within the lines or markings designating parking spaces as provided in §
165-2. It shall be unlawful for any person to park any vehicle across any such line or marking or to park the vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.
The following types of parking permits may be
issued for noncommercial vehicles only:
A. Resident permit to be issued only to residents of
the Borough of Oradell.
B. Nonresident employee permit: to be issued only to
nonresident person employed or operating a business as proprietor
or partner in the Borough of Oradell, except employees or operators
of businesses in those areas of the Borough zoned for general office
buildings where parking is provided by the owner of the general office
building.
D. Overnight parking permit: to be issued only to residents
of the Borough of Oradell with the specific approval of the Chief
of Police.
E. Borough employee permit: to be issued only to resident
or nonresident employees or elected officials of the Borough of Oradell.
Application for all parking permits shall be
made at police headquarters upon forms supplied by the Police Department.
The applicant shall exhibit the registration for the vehicle for which
the permit is to be issued and any other documentation which may be
reasonably requested to establish that the applicant qualifies for
the permit applied for, including but not limited to evidence of employment
in the of a nonresident employee permit. Upon approval of the application
and receipt of the application fee, if any, the Police Department
shall issue a form or permit which shall be affixed to the motor vehicle
of the applicant in such a manner as provided by the rules and regulations
of the Police Department.

Any parking permit issued pursuant to this chapter shall expire at midnight on December 31 of the year in which it is issued, except that permits issued to residents of the Borough of Oradell pursuant to §
165-5A shall continue in effect indefinitely as long as the holder thereof is a resident of the Borough of Oradell. Furthermore, overnight permits are renewable on an annual basis.
A parking permit issued pursuant to this chapter
constitutes a license to park the vehicle for which it was issued
and to which it is affixed, in parking spaces in municipal parking
lots designed for the parking of vehicles having such permit, it does
not represent a guaranty or assurance of available space.
The speed limit for vehicles in, entering or
leaving any municipal parking lot in the Borough of Oradell is 15
miles per hour.
Fees for parking permits shall be as indicated in Chapter
115, Fees.
