Except as otherwise provided in this article
or by the laws of the State of New Jersey, any person who violates
or fails to or refuses to comply with any provision of this chapter
shall, upon conviction thereof, be punished by a fine not less than
$150, nor more than $500 or imprisonment or community service for
no more than 90 days, or both.
