Lots of land along the streets of the Borough shall be numbered as follows:
Every 20 feet of land facing on every street shall, for the purpose of this chapter, be regarded as a separate lot and as such shall require a separate number.
All lots facing on streets running in a northerly direction shall be numbered continuously, commencing with the number "1" at the southerly end of said street.
All lots facing on streets running in an easterly or westerly direction shall be numbered continuously, commencing with the number "1" at the end of the street nearest to Washington Avenue.
All lots facing on streets crossing Washington Avenue shall, on the east of said Washington Avenue, be designated with the prefix "East"; and on the west of Washington Avenue, shall be designated with the prefix "West."
Every building along the streets of the Borough shall have a number displayed thereon at least three inches in height. Said number shall be placed at the entrance of each building.
The numbers applicable to each building shall be ascertained by the owner, occupant, tenant or agent thereof, from the official map on file in the office of the Borough Tax Assessor.
Numbers on the northerly and on the westerly sides of the streets shall be even. Numbers on the southerly and on the easterly sides of the streets shall be odd.
It shall be the duty of all property owners who construct or place a building upon any lot within the Borough to apply to the Tax Assessor forthwith for a number for said building and to have such number displayed as provided by § 149-2 of this chapter within 30 days from the date of occupancy.
If any property owner shall fail to apply for a number as required by § 149-4 or display said number as required by § 149-2, the Building Inspector shall serve notice upon the owner, by personal service or by registered or certified mail addressed to his last known address, return receipt requested, to display the required number within 10 days after receipt of said notice. If the owner shall fail to comply with said notice, the building inspector shall cause to be displayed on said building the number applicable thereto. The Building Inspector shall certify the cost thereof to the Council. Upon receipt of the certificate, the Council shall examine same and, if found correct, shall cause such cost to be charged to the owner of the land upon which the said building is situated. The amount so charged shall thereupon become a lien and tax upon said land, and shall be added to and become part of the taxes next to be levied and assessed upon such lands. Said amount shall bear interest at the same rate and shall be collected and enforced by the same officers and in the same manner as taxes.
