Whenever a check or other written instrument tendered for payment on any account owing to the Borough is returned for insufficient funds, a service charge in the amount of $20 for each returned check or other written instrument shall be added to the account.
The service charge authorized by this chapter shall be collected in the same manner prescribed by law for the collection of the account for which the check or other written instrument is tendered.
If the account for which the check or other written instrument is tendered is for a tax or special assessment, the service charge authorized by this chapter shall be included on whatever list of delinquent accounts is prepared for the enforcement of the lien.
Whenever a check or other written instrument is returned for insufficient funds, the governing body may require all future payments to be tendered in cash or by certified or cashier's check.
