An owner of land within the Borough, prior to subdividing or resubdividing land, as defined in this chapter, shall:
A. 
Pay to the Borough Clerk a fee of $20; and
B. 
Submit to the Secretary of the Joint Land Use Board, at least two weeks prior to the regular meeting of the Board, a receipt for said filing fee and a sketch plat of the proposed subdivision for purposes of preliminary discussion, classification or rejection.

If classified and approved as a minor subdivision by unanimous action of the Subdivision Committee, a notation to that effect shall be made on the sketch plat. The plat shall then be forwarded to the Mayor and the Borough Clerk for their signatures and returned to the subdivider within one week following the next regular meeting of the governing body. No further Joint Land Use Board or governing body approval shall be required.
A. 
Before the Borough Clerk returns any approved sketch plat to the subdivider, the Clerk shall have sufficient copies made to furnish one copy to each of the following:
(1) 
Borough Clerk.
(2) 
Borough Engineer.
(3) 
Building Inspector or Zoning Officer.
(4) 
Tax Assessor.
(5) 
Secretary of the Joint Land Use Board.
(6) 
County Planning Board.
B. 
The cost of the copies will be charged to the subdivider and shall be collected before the return of the original sketch plat to the subdivider.
A deed description or a plat map drawn in compliance with the Map Filing Law, N.J.S.A. 46:23-9.9 et seq. (L. 1960, c. 141), shall be filed by the subdivider with the county recording officer within 90 days from the date of the return of the approved sketch plat.
If the plat is classified as a major subdivision, a notation to that effect shall be made on the plat which shall be returned to the subdivider for compliance with the procedure in §§ 386-12 to 386-17, inclusive.
