As used in this chapter, the following terms
shall have the meanings indicated:
The owner or occupant of each and every building
in the Borough shall provide a tightly covered watertight galvanized
iron can or a container made of any other material or a garbage compactor
approved by the Board of Health in which shall be placed all waste,
animal or vegetable substance, commonly called "swill" or "garbage,"
from the premises of such owner or occupants. All such garbage containers
shall be kept tightly covered and in an upright position. Said containers
shall be constructed in such manner as to prevent the scattering of
its contents by the wind and also prevent the breeding of flies and
other insects. All ashes are to be kept in a separate metal container.
All garbage containers shall be disinfected during the summer months.
In all apartment houses, garbage shall be removed
daily by a scavenger who has received a permit from the Board of Health.
All garbage receptacles shall be removed from
the curb on the day of collection, and shall be then placed or stored
on the owner's premises in a place where they will not create a health
hazard, create obnoxious odors, or cause an annoyance, discomfort
or nuisance.
Any person who violates any provision of this
chapter shall, upon conviction thereof, be punished by a fine not
less than $2 nor more than $500. A separate offense shall be deemed
committed on each day during or on which a violation occurs or continues.
