No patron shall solicit or call from house to house in the Town to sell or attempt to sell goods by sample or to make or attempt to take orders for the future delivery of goods, merchandise, wares or any personal property of any nature whatsoever, or take or attempt to take any orders for services to be furnished or perforated in the future, or soliciting for any business propose, without first having applied in writing to, and received a license from, the Lincoln Town Council. The Town Clerk shall provide a form for the license application.

It shall be unlawful for any person to engage in business as a canvasser, solicitor or salesman calling at residences without the previous consent of the occupant for the purpose of soliciting orders, sales, subscriptions or business of any kind without first being duly licensed by the Town Council. If the license is approved by the Town Council, the license shall not be issued until the applicant registers with the Lincoln Police Department prior to canvassing and soliciting. The registration shall include the applicant's complete identification, signature name of employer, names of all canvassers and solicitors, the nature of the product or services, the name of the manufacturer of the product if applicable, and the areas to be canvassed for sales. The Lincoln Police Department, as part of the registration process, shall conduct a criminal background check on all persons who will be canvassing and/or soliciting in connection with the license. If the Lincoln Police Department has any objections to the issuance of the license, the objections shall be stated in writing and delivered to the Town Clerk, who shall not issue the license.
Each registrant under the provisions of this article shall pay to the Town a registration fee of $2 for the period expiring 90 days after the date of such registration; provided however, that the Town Council may in its discretion waive the fee in the case of a charity or charitable organization.

Each applicant who shows evidence of good character and who pays the fee provided for herein shall after approval by the Town Council be furnished a certificate indicating that he has registered as required by this article and showing the dates covered by such registration.
B. 
Each person shall at all times while soliciting or canvassing in the Town carry upon his person the registration certificate, and the same shall be exhibited by such registrant whenever he is required to do so by any police officer or by any person solicited.
Any registration under the provisions of this article may be revoked by the Town Council because of any violation by the registrant of this article or of any other ordinance of the Town or of any state or federal law or whenever the registrant shall cease to possess the qualifications and character required in this article for the original registration.
Any person violating any of the provisions of this article shall, upon conviction, be punished in accordance with Chapter 1, General Provisions, Article II, General Penalty, of the Code of the Town of Lincoln.
