No person shall erect any fence or building or any other encroachment upon or over any street line without first notifying the Chief of Police and without obtaining the permission of the Town Engineer, and the Director of Public Works, and such permission shall only be granted for the purposes enumerated in § 220-2.

The Town Engineer may allot such portion of the street or highway adjoining the estate of any party obtaining permission for the purpose of erecting any staging, or depositing any building materials or rubbish, as he/she may deem necessary, and impose such conditions and restrictions in relation to the portion thus allotted as he/she may deem proper; provided that suitable passageways for foot passengers are preserved.
