The Board of Aldermen of the City of Derby, in accordance with Title
22 and as amended, be and hereby is deemed to act, in all necessary matters,
as a Soil and Erosion Control Board per the statutes made and provided and
hereby empowers the Mayor to act as its agent in executing all contracts necessary
to effect its said purpose.
