A. 
The Mayor shall make all appointments and recommendations for appointments to commissions, boards and agencies, prescribed by law, ordinance or resolution, excluding any appointment or recommendation for appointment required by the Charter, within 30 days of the first available day for such action. If the Mayor fails to make an appointment or recommendation for appointment according to this section, the Board of Aldermen may fill any then remaining vacancy of any commission, board or agency, not governed by the Charter, at any regular or special meeting called for such purpose.
B. 
The City Clerk shall maintain an updated account of the appointments and terms of the members of all commissions, boards and agencies in the City Clerk’s office and shall notify the Mayor and President of the Board of Aldermen 90 days prior to the expiration of any term.

Whenever the Mayor of the City of Derby is required to make an appointment to an agency, commission and/or board from a minority party or make a recommendation for an appointment to an agency, commission and/or board from a minority party pursuant to law, ordinance or resolution, excluding any recommendation or appointment required by the Charter, said Mayor shall make such appointment from a list of at least three candidates for each such office submitted by that member of the Board of Aldermen in said City who is the leader of the members of the minority party in said Board of Aldermen. If there are no members of the Board of Aldermen from such minority party, the Mayor shall make such appointment from a list of at least three candidates for each such office submitted by the Chairman of the Town Committee of such minority political party. Each of said officers shall be sworn to a faithful discharge of their duties. The Mayor and Board of Aldermen may require any appointees to give bonds to the City in such amount as the Board may determine, except where the amount is provided for elsewhere in the Code.
