There shall be an Engineer of the City whose duties and responsibilities shall be as hereinafter set forth.
The City Engineer shall be appointed by the Mayor.
The City Engineer shall be paid an mutual salary as the Mayor determines is appropriate based upon qualifications, experience and performance, subject to approval of the Board of Aldermen.
The City Engineer shall:
A. 
Report directly to the Mayor and shall review and administer regional, state and local road and transportation plans, building plans and permits, public parks and public works projects, assign street numbers and perform other such duties related to the general operation and development of the City;
B. 
Serve as a principal liaison with state and federal agencies on engineering matters;
C. 
Coordinate federal and local program requirements and perform necessary tasks to assure compliance therewith;
D. 
Conduct site plan, wetlands, special permit, subdivision and other such permit reviews necessary in conjunction with applications submitted to the Planning and Zoning Board and/or the Inland Wetlands Commission and attend meetings of the Planning and Zoning Board and Inland Wetlands Commission;
E. 
Participate in the coordination with the Environmental Protection Agency and the Department of Environmental Protection Agency in the area of Brownfield development;
F. 
Conduct systems reviews and code evaluations of City-owned properties as directed by the Mayor;
G. 
Coordinate and administer, with the State Department of Transportation, transportation projects affecting the City;
H. 
Advise on planning and zoning matters on behalf of the City;
I. 
Act as local administrator for flood damage prevention and administer the provisions of Chapter 92 of the Code of Ordinances; and
J. 
Perform such other engineering tasks, administrative duties and research projects that may be assigned by the Mayor.
The City Engineer shall be eligible to submit a competitive bid to consult, design or otherwise participate in specific building, road or other such capital improvement projects to be performed by or on behalf of the City. In such instances, a contract shall be executed for the performance of such work and invoices shall be paid in accordance with lit terms of the contract and/or the regular practice of the City.
The City Engineer shall undertake to perform work only when requested by the Mayor, the Board of Aldermen, a department head or other person duly authorized by the Mayor or Board of Aldermen. All requests for work shall be contained in the standard municipal requisition order and shall define the specific scope of the work. When the total number of hours and/or total cost of the project is unknown, the requisition order shall be issued as not to exceed a specified amount and the City Engineer may not bill nor receive an amount in excess of the amount stated in the requisition order without a written amendment to the original requisition order. All requisition orders for work to be performed by the City Engineer shall be signed by the Department Head and by the Mayor. Upon submission of the duly executed requisition order, the City Clerk shall issue a purchase order to the City Engineer. All invoices submitted for payment by the City Engineer shall reference the purchase order number. Upon confirmation by the department head and/or Mayor that the work billed by the City Engineer has been completed, the City Clerk shall forward the billing invoice together with the requisition order and purchase order to the Mayor, the Finance Committee and/or the appropriate board, commission or agency of the City for release of payment.
