It shall be a violation for any person or persons on the public streets of the City of Derby to stand, sit or lie in or upon any public street, curb, crosswalk area, mall or the portion of private property utilized for public use so as to:
A. 
Obstruct reasonable free passage of pedestrians;
B. 
Loiter and or congregate with intent to cause inconvenience, annoyance or alarm;
C. 
Annoy or interfere with another person or make unreasonable noise or obstruct vehicular or pedestrian traffic; or
D. 
Congregate with other persons in a public place and refuse to comply with a reasonable official request or order to disperse.
Anyone violating any provisions of this chapter shall be fined $25 for the first offense and $50 for every subsequent offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
