The requirements of this chapter shall apply
to:
A. Owners of real estate following the occurrence of an activity for which the issuance of a building permit under Chapter
75, Building Construction, is required.
B. Lessors of residential real estate in accordance with the schedule set forth in §
124-5 hereof.

A. Any residential housing unit, or equivalent dwelling
unit (EDU) is to be registered with the Town of Ridgely before any
occupancy of that unit is to take place. A registration form, provided
by the Town, is to be completed along with the appropriate fee as
established by resolution of the Commissioners of Ridgely.
B. The registration will be good for a three-year period
and will include one inspection of the property that will be valid
for the three-year period. A copy of the inspection report must accompany
the completed registration form to be valid.
C. Since the registration fee so established by the Commissioners
of Ridgely will include one inspection, there will be no additional
fee assessed for the issuance of an occupancy permit for rental housing
units legally approved through the Town's registration program.
D. All property owners of rental housing units will be
notified by the Town upon adoption of this section, but no later than
February 28, 2006, of the requirements of this chapter. Included in
the notification will be the date of expiration of the present occupancy
permit under the present two-year program, after which each rental
dwelling unit will then need to comply with the regulations of this
chapter.
E. The three-year program will commence with those rental
units scheduled for inspection the calendar year of 2006.
F. In order to alleviate the grouping of a disproportionate
number of rental units in a single year, the Town Manager may assign
one or more units to a different year in order to maintain an equal
and proper balance to the number of units to be inspected annually.
It shall be unlawful to occupy or to permit the use or occupancy of any building or premises or portion thereof described in §
124-1 until the building or premises have been inspected and an occupancy permit issued stating that the proposed use of the building or premises conforms to the requirements of the Town Building Code and Town Property Maintenance Code.
The applicant for an occupancy permit shall
pay a fee for such an inspection in that amount established from time
to time by resolution of the Commissioners of Ridgely.
