The Commissioners of Ridgely may contract to install curb and gutter along the streets and sidewalks of said Town and the width thereof. The costs of such installation shall be charged against the abutting property and assessed per foot of improvement.
The rate for the installation of curb and gutter shall be that as established from time to time by the Commissioners of Ridgely by resolution.
The rate so established by the Commissioners of Ridgely shall bear reasonable relationship to the actual costs of labor and materials purchased for installation and may include reasonable amounts for overhead and supervision.
The Town Clerk/Treasurer shall bill the abutting owners the improvement costs for curb and gutter at the rate from time to time established by the Commissioners of Ridgely. Abutting owners may elect to pay the improvement assessment over a three-year period. Interest will be charged the abutting owners on any amount outstanding at the end of one year from the date of the original billing at a rate now or hereafter set by the Commissioners of Ridgely by resolution.
The assessment for the curb and gutter improvements shall be a lien upon the abutting property and shall be collectible in the same manner as other Town taxes are now collectable in the Town of Ridgely as prescribed by law.
