There is hereby adopted by the Township of Franklin that certain publication entitled "Code of the Township of Franklin, County of Gloucester and State of New Jersey" prepared and compiled by General Code Publishers Corporation, Spencerport, New York, containing certain ordinances of a general and permanent nature as compiled, consolidated, codified and indexed in Chapters 1 through 76 (with certain chapters being reserved for future use and insertion of new ordinances) of which revised ordinances one copy has been filed, is now filed and shall remain on file in the office of the Township Clerk.

An ordinance of the Township of Franklin, New Jersey, adopting a revision and codification of the ordinance of the Township of Franklin entitled "The Code of the Township of Franklin, County of Gloucester, State of New Jersey," providing for the repeal of certain ordinances not included therein, with certain exceptions and for other purposes herein set forth. Be it ordained by the Township Committee of the Township of Franklin, in the County of Gloucester and State of New Jersey:
The provisions of such Code of Ordinances of the Township of Franklin shall be in force on and after the adoption of this ordinance, upon final passage and publication as required by law, and all ordinances of a general and permanent nature adopted on final passage by the Township of Franklin prior to the date of the adoption of this ordinance and not contained in such Code of Ordinances are hereby repealed from and after the final adoption of this ordinance and publication as required by law, as hereinafter provided.
The repeal provided for in the preceding section of this ordinance shall not affect any offense or act committed or done, or penalty or forfeiture incurred, or any contract or right established or accruing before the adoption of this ordinance; nor shall such appeal affect any ordinance or resolution promising or guaranteeing the payment of money for the township or authorizing the issue of any bonds of the township or any evidence of the township's indebtedness or any contract or obligation assumed by the township; nor shall it affect the annual tax levy; nor shall it affect any right of franchise conferred by ordinance or resolution by the township or any person or corporation; nor shall it affect any ordinance relating to the salaries of the township officers or employees; nor shall it affect any ordinance naming, opening, accepting or vacating streets or alleys in the township; nor shall it affect any ordinance or resolution granting or creating of a franchise, license, right, easement or privilege; or the purchase, sale, lease or transfer of property, or the dedication of property or plat approval, or the annexation or detachment of territory; nor shall it affect any ordinance adopted on final reading and passage during the year 1967, but not included in the Code of Ordinance due to lateness of printing for inclusion in same, nor shall it affect any prosecution, suit or other proceeding pending or any judgment rendered in connection with the same.
Except as otherwise provided, whenever in the Code of the Township of Franklin adopted by this ordinance or in any other ordinance of the township, or in any rule, regulation or order promulgated pursuant thereto, any act is prohibited or is made or declared to be unlawful or an offense, or the doing of any act is required, or the failure to do any act is declared to be unlawful where no specific penalty is provided therefor, the violation of any such provision of such Code of Ordinances or any other ordinances of the township or such rule, regulation or order shall be punished by a fine not exceeding $200 or imprisonment for a term not exceeding 90 days or by both such fine and imprisonment. Whenever any provision of the New Jersey Revised Statutes limits the authority of the township to punish the violations of any particular provision of the Code of Ordinances, or other ordinance or rule, regulation or order promulgated pursuant thereto, to a fine of less amount than that provided in this section or imprisonment for a shorter term than that provided in this section, then the violation of such particular provision of this Code or ordinance or other township ordinance, rule, regulation or order shall be punished by the imposition of not more than the maximum fine or imprisonment so authorized or by both such fine and imprisonment. Each day a violation of such Code of Ordinances, or any other ordinance, rule, regulation or order of the township, shall continue shall constitute a separate offense. Whenever any fine is imposed upon any corporation, such fine and any costs and charges incident thereto may be collected in an action of debt or in such other manner as may be provided by law.
The Township Clerk, pursuant to law, shall cause to be published in the manner required a copy of this adopting ordinance in the Franklin Township Sentinal, a newspaper of general circulation in the Township of Franklin. Sufficient copies of the Code shall be maintained in the office of the Township Clerk for inspection by the public at all times during regular office hours. The enactment and publication of this adopting ordinance, coupled with the availability of the copies of the Code for inspection by the public, shall be deemed, held and considered to be due and legal publication of all provisions of the Code for all purposes.
Any and all additions or amendments to said Code, when passed in such form as to indicate the intention of the Township of Franklin to make the same a part thereof, shall be deemed to be incorporated in said Code so that reference to the Code of the Township of Franklin shall be understood and intended to include such additions and amendments.
A certified copy of said Code shall be kept on file in the office of the Township Clerk. It shall be the duty of the Township Clerk, or someone authorized by him, to insert in their designated places amendments or ordinances which indicate the intention of the Township of Franklin to make the same a part of said Code when the same have been printed or reprinted in page form, and to extract from said Code all provisions which may be from time to time repealed by the Township of Franklin. This copy of said Code shall be available for all persons desiring to examine the same and shall be considered the official Code of the Township of Franklin.
The Township Clerk shall place a copy of each new ordinance duly adopted by the Township of Franklin in the rear of the Code book and shall permit it to remain there until such time as such ordinance is duly printed and inserted in its proper place in the Code of Ordinances aforesaid.
Each section of the Code and every part of each section is an independent section or part of a section, and the holding of any section or a part thereof to be unconstitutional, void or ineffective for any cause does not affect the validity or constitutionality of such other section of part thereof.
This ordinance shall take effect immediately upon final passage and publication as provided by law.

The ordinances of the Township of Franklin of a general and permanent nature adopted by the Township Committee of the Township of Franklin by Ord. No. O-22-67 on November 20, 1967, as revised, codified and consolidated into chapters, articles and sections by General Code Publishers Corp. as set forth below, and as renumbered to consist of Chapters 1 through 408, together with an Appendix, are hereby approved, adopted, ordained and enacted as the "Code of the Township of Franklin," hereafter known and referred to as the "Code."
