A municipal dumping ground for the township residents shall be maintained at such places and within such limits as the Township Committee may from time to time designate.
It shall be unlawful to deposit any garbage, rubbish material, paper or trash of any kind in the municipal dump except during such hours and/or such days as may be established by resolution of the Township Committee from time to time and due notice thereof posted at the entrance of the dump in such manner as to be clearly visible to any person using said dump.
It shall be unlawful to empty or deposit at the municipal dump any explosive or other dangerous or poisonous substances, noxious chemicals or other materials likely to cause injury to persons in or about said dump or authorized users thereof.
The Township Committee is hereby authorized to promulgate and publish reasonable regulations governing the manner of depositing materials allowed herein to be dumped and to determine and change from time to time the place or places for dumping of any materials.
No refuse, garbage, ashes, rubbish or other materials or other materials originating outside of the corporate limits of the Township of Franklin shall be deposited in the municipal dump by any person, firm or corporation.
No person, firm or corporation shall deposit in the municipal dump any refuse, garbage, ashes, rubbish or other materials unless said person, firm or corporation be a resident of the township.
Any violation of any provisions of this article shall be punishable by the imposition of a penalty not exceeding $200 or imprisonment not exceeding 90 days or both. Each and every day may be deemed a separate and distinct violation hereof.

With the exception of the Township Committee of the Township of Franklin, who has the authority to designate a municipal dumping ground for the township residents of the Township of Franklin and establish the same, no person, firm, or corporation will be permitted to establish, maintain or continue a sanitary landfill or dumping place within the Township of Franklin.
Landfills or dumps other than those established or designated by the Township Committee of the Township of Franklin for the express purpose of meeting the waste disposal requirements of the Township of Franklin residents alone are hereby declared to be a nuisance and hazardous to the public health and welfare of the Township of Franklin and are hereby prohibited.
No refuse, garbage, rubbish, ashes, trash, waste, or other materials commonly described as refuse, originating outside of the corporate limits of the Township of Franklin shall be deposited in the municipal landfill or dump or on any real property within the corporate limits of the Township of Franklin by any person, firm or corporation.
No person, firm or corporation shall deposit in the municipal dump or landfill any refuse, garbage, rubbish, ashes, trash, waste or other materials commonly described as refuse, unless said person, firm or corporation is a resident of the Township of Franklin.
A. 
Any person, firm or corporation who shall operate a sanitary landfill or dump within the Township of Franklin or permit the same to be operated upon real estate within the Township of Franklin shall be subject to a fine of $200 and/or 90 days or both for each violation and each day of such operation shall be construed a separate occurrence.
B. 
Any person, firm or corporation who violates any of the other provisions of this article shall be subject to a fine of $200 and/or 90 days or both for each violation.
