[HISTORY: Adopted by the Township Committee of the Township of Franklin 4-25-1995 by Ord. No. O-6-95. Amendments noted where applicable.]
The owner, occupant or lessee of each and every structure, whether residential, commercial, or industrial or any other use, which now fronts or which may hereafter front upon any public or private street, right-of-way or easement within the Township of Franklin shall within six months after the effective date of this chapter cause the authorized and assigned number of such structure to be permanently and conspicuously placed in accordance with the specifications set forth herein.
All numbers required by § 165-1 shall be:
A. 
In numerals.
B. 
A minimum size of 3 1/2 inches in height.
C. 
Mounted in a secure fashion to the front wall or porch of the building so as to be clearly visible from both sides of the street. If numbers affixed to the front of the building are not visible from the street and/or are more than 50 feet from the road, there shall, in addition, be a second number as specified by this section upon a post, rod, or other type of fixture of substantial nature at or near the road frontage (consistent with Subsection E) so the number may be conspicuous and visible from both directions of the street upon which the building fronts.
D. 
The numbers should be reflective or luminous in nature, sufficiently legible as to contrasting background, arrangement, spacing and uniformity so as to be clearly visible from both directions.
E. 
All numbers shall be at least above ground level (at least 24 inches) and placed such that trees, shrubs, and other obstructions do not block the line of sight of the numbers from the street upon which the building fronts and within 10 feet of driveway opening.
F. 
Final determination of what complies with this chapter will be determined by the 911 Coordinator or designee.
House numbers shall he determined by the 911 Coordinator or his or her designee. Every owner, occupant or lessee of a building constructed in the Township of Franklin shall apply to the 911 Coordinator for a number if no number has been previously assigned in accordance with this chapter.
Any structure erected, repaired, altered, modified or any change of use or change of occupancy after the effective date of this chapter shall have the certificate of occupancy withheld until permanent and proper numbers have been affixed.
Any person(s) found vandalizing or removing house numbers shall, upon conviction thereof, be liable to a penalty of not more than $1,000 or imprisonment for a term not to exceed 90 days, or both. Homeowners unable to erect their house number (as determined by the 911 Coordinator) may have the township install their number and be billed for the cost. Any person who fails to comply with this chapter is subject to a fine of up to $50.
The map entitled "Street Address Map of Franklin Township" adopted with this chapter and as amended from time to time by the Planning and Zoning Administrative Officer shall be the official street map for the identification and location of all streets within the township. A copy of said map shall be kept of file with the Township Clerk.
