No person shall, within the limits of Franklin Township, hinder, obstruct or interfere with any Township of Franklin police officer or any emergency service personnel including but not limited to firefighters and emergency medical service providers in the performance of his or her duties; nor shall any person willfully refuse or neglect to assist any Township of Franklin police officer when lawfully called upon by him or her to do so in the execution of any process or in the suppression of any breach of the peace or disorderly conduct or in case of an escape or when such police officer is resisted in the discharge of his or her duty, nor shall any person knowingly resist or oppose any police officer or person authorized by law in serving or attempting to serve any writ, bill, order or process, or when making any arrest, either with or without a warrant.
A. 
First offense: mandatory fine of $500; no court appearance required if pleading guilty to the offense.
B. 
Second or subsequent offenses: a fine not less than $500 and not more than $1,000; or by a period of community service not to exceed 90 days, or both, in the discretion of the court.
