[HISTORY: Adopted by the Township Committee of the Township of Franklin 9-8-1998 by Ord. No. O-19-98. Amendments noted where applicable.]
The Mayor and Township Committee of the Township of Franklin, County of Gloucester, New Jersey, hereby authorize nonprofit charitable organizations to conduct coin drops/collections on township roads subject to the following conditions:
A. 
Coin drops shall be held only at traffic signals and bridge openings and only during daylight hours.
B. 
Advance warning signs at least four feet by four feet must be set up at least 100 feet in advance of the location of the coin drop.
C. 
There shall be no cones placed on a township road.
D. 
Collectors shall not stop traffic, but may only approach vehicles that are stopped.
E. 
No flagmen may be utilized.
F. 
No collection shall be permitted by anyone under the age of 18 years.
G. 
The collecting organizations shall be responsible for cleaning up any and all debris.
Authority for such coin drops/collections on township roads must also be obtained from the Chief of Police, and if on county roads then from the Board of Chosen Freeholders of the County of Gloucester, and if on the state of New Jersey roads then from the State of New Jersey.
If appropriate, all conditions of N.J.A.C. 16:40(a) must be followed.
Only nonprofit charitable organizations shall be permitted to conduct coin drops/collections on township roads.
The proper officers, that being the Mayor and Township Committee, of the Township of Franklin are hereby authorized to sign such agreement on behalf of the Township of Franklin.
