The use of tobacco for smoking purposes in, on and around publicly owned youth athletic fields be and is hereby prohibited except in the accordance with the terms and conditions of this chapter.

Smoking shall be permitted only in such designated smoking areas as are delineated on publicly owned youth recreation fields.
Violators of this article shall be subject to a fine of not less than $100.
