A. 
An applicant requesting that the Township of Franklin, County of Gloucester, vacate all of its (i.e., Franklin Township's) right, title and interest in and to a street, whether said street or a portion thereof is a "paper street" or otherwise, shall be required to provide notice to all owners of real property within 200 feet in all directions of the portion of the street to be vacated, whether located within Franklin Township or in adjoining municipalities. Said notice of vacation shall be delivered to the intended recipients of said notice at least 10 days prior to the second reading of the ordinance vacating the interest of the Township.
B. 
Notice of the request for vacation shall be given by:
(1) 
Serving a copy thereof on the property owners within 200 feet as shown on the current tax duplicate or his agent in charge of the property; or
(2) 
Mailing a copy thereof by certified mail to the property owners within 200 feet of the address as shown on the current tax duplicate.
(3) 
Publication. The applicant (requestor) shall also provide notice by publishing said notice in the official newspaper of Franklin Township at least 10 days prior to the second reading of the ordinance.
C. 
The applicant shall provide the following information in its notice:
(1) 
Name and address (including block and lot number) of requestor of street vacation.
(2) 
Names and addresses (including block and lot numbers) of all persons/owners who will gain real property as a result of the proposed street vacation.
(3) 
Affirmative declaration by the proper Township Official, i.e., Director of Community Development, that the portion of the street to be vacated is not needed for public use.
(4) 
All appropriate fees and escrow payments as required by the applicable fee ordinance(s) have been paid.
