There is hereby created the position of Township Administrator for the Township of Franklin. Said Township Administrator shall be appointed by the Mayor of the Township of Franklin with the advice and consent of the Township Committee. The Township Administrator shall be compensated in accordance with the annual Salary Ordinance.[1]

The Township Administrator shall be chosen by the Mayor with the advice and consent of the Township Committee on the basis of his executive and administrative qualifications, with special reference to his actual experience in, or his knowledge of, accepted practice in respect to the duties of the office as hereinafter set forth.
The Township Administrator shall hold office for an indefinite term and may be removed by a 2/3 vote of the governing body. The resolution of removal shall be effective three months after its adoption by the Township Committee. The Township Committee may provide that the resolution shall have immediate effect; provided, however, that the Township Committee shall cause to be paid to him forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
The Mayor and Committee of the Township of Franklin may designate a qualified administrative officer of the Township to perform his duties during his temporary absence or disability. In the event of the failure to make such designation or in the event that the office of Township Administrator is legally unoccupied during such absence, disability or during the period that said office is legally unoccupied, until he shall return, the Committee may by resolution appoint an officer of the Township to perform the duties of the Township Administrator during such absence, disability or until he shall return or his disability shall cease or until said office of the Township Administrator has been legally occupied by appointment.
The Township Administrator shall:
A. 
Be the administrative official of the Township.
B. 
Coordinate the interrelating functions of all department heads, boards, agencies and employees of the Township and maintain liaison with officials of the school district.
C. 
Prepare an annual preliminary operating budget with the Finance Committee and Auditor for submission to the Township Committee each year, including supporting schedules, analyses and recommendations.
D. 
Supervise the administration of the annual budget and the financial operation of all Township agencies.
E. 
Review Township policies, procedures, rules and regulations and research, organize, develop and make recommendations for changes, deletions or additions to the Township Committee or appropriate subcommittee when applicable.
F. 
Receive all complaints concerning procedures, services or employee behavior and route complaints to the appropriate department or agency for disposition with follow-up required.
G. 
Serve as Township personnel officer, assist every municipal agency in all personnel actions and report all findings to the appropriate subcommittee of the Township.
H. 
Coordinate together with the qualified Purchasing Agent and Chief Financial Officer the purchasing of supplies, services, materials and equipment, certify receipt of same and submit proper vouchers for payment and review all disbursements in connection therewith.

I. 
Review municipal programs and activities and evaluate the administration, objectives, efficiency, effectiveness and suitability to current conditions, costs and accomplishments.
J. 
Appraise the adequacy or efficiency of operating systems, make recommendations for improvement, where necessary, and recommend outside professional assistance as required.
K. 
Negotiate contracts, other than personnel contracts, for the Township subject to the approval of the Committee; make recommendations concerning the nature and location of Township improvements and execute Township improvements as determined by the Committee.
L. 
Implement all policies formulated by the Township Committee.
M. 
Develop and administer a comprehensive personnel program for the Township.
N. 
Recommend to the Committee for adoption such measures as he may deem necessary or expedient, keep the Committee advised of financial conditions of the Township, make reports to the Committee, as required by it, and at least once a year make an annual report of his work for the benefit of the Committee and the public.
O. 
Perform such other duties as may be required by ordinance or resolution of the Committee.
P. 
The Township Administrator shall be responsible to the Committee for carrying out all policies established by it and for the proper administration of all affairs of the municipality within the jurisdiction of the Committee.
Q. 
Attend all regular public meetings and regular conference meetings of the Township Committee. When so requested, shall attend special meetings with them or meetings of other public bodies.
The Township Administrator may in his discretion allocate, assign or delegate functions or powers to a department head for more efficient administration of the Township government, provided that any such delegation, allocation or assignment shall not relieve the Township Administrator of any of his responsibility under the Code, nor shall it be inconsistent with any express requirement of the Code. Any such delegation shall be in writing which shall be filed with the Clerk and reported to the Committee.
