A. 
General:
(1) 
The fee for plan review, computed as a percentage of the fee for a construction permit, shall be paid at the time of submission of an application for a permit. The amount of this fee shall be deducted from the amount of the fee due for a construction permit when the permit is issued.
(2) 
The fee for a construction permit is the sum of the basic fee computed in accordance with Subsection C below, plus all applicable special fees. This fee shall be paid before a permit is issued.
(3) 
The fee for a certificate of occupancy shall be in addition to the construction permit fee and shall be paid before a certificate is issued.
(4) 
The fee for an annual construction fee shall be as provided under N.J.A.C. 5:23-4.18(a)4 and 5.
B. 
Plan review fees: The fee for plan review shall be 20% of the amount to be charged for a new construction permit. For projects which do not require plan review for all subcodes, the fee shall be 20% of all applicable subcode fees.
C. 
Basic construction fees:
(1) 
The basic construction fee shall be computed on the basis of the volume of the building or, in the case of alterations, the estimated construction cost, and the number of types of plumbing, electrical and fire protection fixtures or devices as herein provided.
(a) 
Fees for new construction shall be based on the volume of the structure. Volume shall be computed in accordance with N.J.A.C. 5:23-2.28. The new construction fees shall be in the amount of $0.04 per cubic foot of volume buildings and structures of all use groups and types of construction. The basic fee for new construction shall be $50 for R-3, R-5 and U (sheds) Use Groups, and $100 for all other groups.
(b) 
Fees for renovation, alteration and repairs for on-site construction associated with premanufactured and the external utility connection for premanufactured construction shall be based on the estimated cost of the work. The fee shall be computed as a unit rate per $1,000 of the estimated cost of work, and are cumulative, as follows:
