[Adopted 6-6-1985 as Sec. 17-3 of the 1970 Revised Ordinances]
The purpose of this article is to provide an orderly and effective procedure for the cleaning of all public roadways in the Borough of Carteret.
As used in this article, the following terms shall have the meanings indicated:
LOCAL ROADWAYS
All roads maintained by the Borough Engineer. These roadways are exclusive of all roadways in the Borough maintained and operated by any other governmental agency.
STREET CLEANING
The removal of all trash, dirt, garbage or other foreign materials placed on local roadways.
It shall be the duty and responsibility of the Superintendent of the Public Works Department to see that all local roadways are kept clean and free of trash, dirt, garbage or other foreign materials.
The Superintendent of Public Works shall have the authority to declare that there shall be no parking on certain streets or sections of streets where "Emergency No Parking from 8:00 a.m. to 12:00 noon" signs have been displayed. The "emergency no parking" signs, when displayed, shall prohibit parking between the hours of 8:00 a.m. and 12:00 noon along the following streets on the days designated in this article.
A. 
Monday: All streets within the bounds of the following: Jackson Avenue to Roosevelt Avenue, Carteret Avenue to the Port Reading border, Cypress Street to Roosevelt Avenue and Washington Avenue to Carteret Avenue. (See Exhibit A on file in the Clerk's office.)
B. 
Tuesday: All streets within the bounds of the following: Post Boulevard to Dalbert Street, Minue Street to Blair Road, Federal Boulevard to Roosevelt Avenue and Roosevelt Avenue to Rahway River. (See Exhibit B on file in the Clerk's office.)
C. 
Wednesday: All streets within the bounds of the following: Roosevelt Avenue to Carteret Avenue, Monroe Avenue to Washington Avenue and Jackson Avenue to Washington Avenue. (See Exhibit C on file in the Clerk's office.)
D. 
Thursday: All streets within the bounds of the following: Washington Avenue to Grant Avenue, St. Ann Street and Washington Avenue to Roosevelt Avenue along the Arthur Kill. (See Exhibit D on file in the Clerk's office.)
E. 
Friday: All streets within the bounds of the following: Middlesex Avenue to Edwin Street, Chrome Avenue and Bergen Street to Roosevelt Avenue. (See Exhibit E on file in the Clerk's office.)

The streets to be cleaned according to the schedule set forth above and as designated by the Borough Engineer shall display, in a prominent place along said streets, signs stating "EMERGENCY NO PARKING BETWEEN THE HOURS OF 8:00 A.M. to 12:00 NOON." Said signs shall be displayed on the designated streets at least 12 hours prior to the date the streets are designated to be cleaned.
A. 
The Superintendent or his designee shall be empowered to issue Borough of Carteret local ordinance summonses and tow any motor vehicle blocking, hampering or delaying the cleaning of local streets.
B. 
It shall be the duty of the Superintendent or his designee who issues a Borough of Carteret local ordinance summons to appear in local court when that local summons is contested.
It shall be the duty of the Borough Engineer and/or the Police Department to enforce the provisions of this article.
A. 
For the first violation of this article, a warning notice shall be fixed to the motor vehicle.
B. 
For the second and each subsequent violation of this article, there shall be a fine of $25 for each offense.
C. 
In addition to the fine of $25, the owner of any vehicle impounded by the Borough Engineer shall pay a towing fee of $25 and a storage fee of $5 a day for any vehicle left over seven days in the Borough impound yard. It shall be the duty and responsibility of the Superintendent of Public Works to notify the owner of all vehicles towed to the Borough impound yard.
